MJ produces buds once told to by the sun. As the days get shorter and nights get longer it changes programs. It doesnt matter how old the plant is, its all genetic programming triggered by light cycle.
Indoors when the light is switched from vegetation time (18 - 24 hrs light) to bud time (12 hrs light or less) the plant knows to switch modes and produce flower. It can be done once a clone is a few weeks old or you can do it with a mother you've had for a couple years.

this is off the topic but is it possible to take pollen from a regular flower and put it on the marijuana flower and get a new strain? or does it have to be the same type of plant to do so?
Outdoors or behind glass you'll get buds in the fall. You can graft marijuana to a hops plant, that's the shit they make beer out of, but the flowers have to be the same species. Sort of like you can't have sex with a cat and expect an offspring.

You can start them 12/12 (flowering) from seed, actually. No need for veg time. Although yield will suffer of course but the jury is still out regarding potency. They will grow to their minimum flowering height and start to bud in most cases.
light time for flowering is 12/12 so u have ur plants on that for 60 days u should be ok.
