you probly can flower but it's not going to yield well. that thing looks relay thin
Get those lights closer! If they are fluoros, get them to 1-2" from the canopy with adequate ventilation. Do you have a fan on them? That will help them develop a stronger stalk.
They are not ready to flower yet, I only see fan leaves.
throw those plants away, and start over.
I'm almost 100% sure that nfx is growing with sunlight incoming from his ceiling light hole...

:) Well thanks for the laugh. I'm sorry but I'll be honest and say they are some messed up plants dude. I've seen better plants grown with a candle. If you flower those things you'll get 1/4 of a gram at best.
Looks like you have a serious lighting problem. Best bet if you want to keep those alive is invest in some basic lighting. Compact Flouros will get you some decent results and are cheap to buy and run. You can use a few basic ones around the plant or better yet get some of these.

If you can't get these go for some other high power energy saving ones. There are different types you can get. Usually along the lines of Natural (6500K), Cool White (5000K), Warm White (2700K). U can probably find these in most hardware stores. Go for the highest power ones you can find. Eg. 35w, 48w, 65w. I would recommend getting a 50/50 mix of the natural and warm white. Don't be stingy because if you get 4 of those floods from lights of america you won't be sorry.
Just a quick checklist of other things you should probably have.
A decent sized fan to blow across your lights and plants, thermometer, 24hr timer, plant food.
Keep everything neat clean and simple. Avoid a setup that may cause a fire. You can then sit back relax and all you will really need to do is raise the lights occasionally, feed and water your babies. There is nothing better than going away for a few days, coming back to find your setup safely running and your plants booming.
You could probably continue to grow your current plants but you'd be best off starting from scratch. Germinate some seeds, chuck them in pots, grow them on 18/6 for 30 days, then switch to 12/12 for at least another 8 weeks. If you get clever and low stress train them, you'll be amazed by your results. You too can then have a laugh at the above pics when your yielding 3+ ounces every 3 months.
Continue to have a good read of stuff on this site. BobBong has some good threads on growing with CFLs.
I would exactly throw them away...but be prepared to get only a couple bowl packings out of that...lol
I would definitly strart growing more and follow the advice givin by the others on this thread.
