they're torrent files. you have to open them, then download them with a torrent program like http://azureus.sourceforge.net (one i use.)

sending 700mb files directly is very dificult. BitTorrent makes it possible to send a large file to many people.
Most people have bittorrent already. Any bit torrent client will do, so if you are worried about running someone's link, then just look up 'bittorrent client' on goodle.
