I think I have found the argument for medical cannabis. There is a direct analogy to the Tuskegee Syphilis Experiment. This is from the US CDC site:

While the government in the vast majority of cases has not purposely caused or inflicted a condition upon the populace, it clearly does stand in the way of a credible and effective treatment, much like it prevented the treatment of the subjects in the Tuskegee Syphilis Experiment, and actively pressured physicians not to inform or treat them for their condition.
