VIRGINIA BEACH ?? Police are scheduled to meet with prosecutors this week to discuss whether additional charges will be filed against the man accused of being the hit-and-run driver who killed two pedestrians on Shore Drive earlier this month.
Steven S. Crumbly, 30, is being held without bail on two counts of felony hit- and- run .
Colin D. Stolle, chief deputy commonwealth??s attorney, said evidence will be reviewed at the meeting, which could be held today.
Crumbly??s record indicates that he was driving on a suspended license when police say the car he was driving struck two people in the early morning hours of Sept. 17.
Killed in the accident were Navy Lt. j.g. Charles A. Henderson, 29, and Kristin Leigh Highfill, 26. They were crossing Shore Drive .
Crumbly was arrested at his parents?? home in Ocean Lakes. The arrest came too l ate for police to determine whether he was impaired by alcohol or drugs at the time.
Many questions remain unanswered concerning how Crumbly was treated by the criminal justice system before the accident. His long criminal history, including more than a dozen convictions for traffic violations, drug offenses and other charges, have led some to ask whether Crumbly should have been in jail at the time of the accident.
Stolle said Tuesday that a review of Crumbly??s criminal record showed ??nothing out of the ordinary? in how his cases were handled or how the sentences were dispensed.
Many of Crumbly??s convictions are for driving on a suspended or revoked driver??s license and other traffic violations. Stolle said traffic offenses usually do not play a major role in how judges determines the sentence for a crime.
Stolle said Crumbly was ??treated no differently than anyone else who comes through here. It would be great if we could look into the future and identify those people who will kill someone, but we can??t.?
One former statute that could have applied to Crumbly ?? the state??s habitual offender law ?? no longer exists. It was repealed in 1999 and replaced with a stiffer DUI statute.
Although the new law is tougher on drunk drivers, it does not address offenders with long records who are not charged with DUI, Stolle said. ??Those people kind of fall through the cracks,? Stolle said.
Crumbly is scheduled to appear in court Thursday on a charge of assaulting his former girlfriend in an unrelated incident before the accident.

ok what pisses me off is that for heroin he didn't have to pay any money and got 2 years in jail while with marijuanna he get's charged $700 and spent a total time of 4 years 3 months and 10 days in jail. I think he wasn't the best person but I think for heroin he should have gotten longer as that's a hundred billion times worse then marijuanna
