i wouldnt trust many people on here, lots of scammers. Washington DC is a big place, just go to a large park and look for people that are smoking or people that look like they would (hate to stereotype).
Your a female so I wouldn't even recommend doing this, but if your going with a dude black preferably, take 395 east and exit off at Pennsylvania ave, and take the left after the bridge, to go on DC295 and get off at eastern ave and turn on coral street. As I said it's not a very good neighborhood but just a suggestion! I would only go to the city if I was desperate.
