im english and every year there's this event called notting hill carnaval. my friends dad is a cop and i was asking him why they dont just go to there and take everyone smoking cannabis cos hundreds of people do it there everyyear.
He said his standing orders there were, even if somone was selling it in front of him, to turn a blind eye and walk on.
