The Volcker report reveals how the major players most fiercely opposed to military intervention â?? Russia, France and China â?? were by far the biggest beneficiaries of Saddam's strategy of "playing favourites" in oil deals and supply contracts. Russian companies garnered more than $A25 billion in oil purchases; French companies $5.7 billion; Chinese companies $6.4 billion.
