Please help

Sorry to post this twice, but I could really use some advice.

Hi all. I posted a want add yesterday, got several reply's. One guy, who seemed cool enough said I didn't have anything to worry about, as if I was caught it would only be a $100 fine. I need to know if that's true. My second question is, he wants me to meet him today for lunch. I live in Orange County California. The question I have is that when I get his emails the time they come in says 7 hours ahead of california time. What's up with that. Should I trust this guy?

But really, some guy did meet up w/ a dude. dude pinched from his sack and stole some weed.
