This law mentioned in your second link only applies to formulations containing pseudoephedrine, which is used in the production of methamphetamine. Preparations containing DXM, but not pseudoephedrine, are not affected.
The first articles suggests that some pharmacies may only sell drugs containing DXM to adults, but there is no indication that they will be made illegal to obtain or possess at this time. I wouldn't worry about it, if DXM is your thing.

No. Only the FDA can assign controlled substances to the controlled-substance schedules. Controlled substances must meet specific criteria in order to be considered such, and pseudophedrine doesn't meet any of them, AFAIK. For now, this is only a law in a single state, as far as I can tell, though others may shortly follow suit.

Yes, see US Code Title 21, Chapter 13, Section 812 Part B (b), et seq. The critical factor appears to be the high potential for abuse, which pseudoephedrine does not appear to have, on its own. Of course, laws and definitons can be changed...

That, I do not know. Presumably, abuse would be defined as "usage of a substance not in accordance with its intended purpose, or in a manner inconsistent with it's labelling, or greatly in excess of the normal dosage". Something like that. I'm sure it's defined in the US Code collection someplace.
