My room would not be a deciding factor on how hot the "bulb" gets but how hot the room gets. I'm trying to find out how hot a 400watt HPS bulb gets not the room it's in. Sorry for any confusion.
too fuckin hot?, 8x3x1= 24 cubic feet ,24cfm fan will remove all the air in your room in a min thus cfm (cubic feet per minute)i think thats right lol.
but i would look at some air cooled hoods if it was me,thats not alota room for a 400w
just do some tests before any plants are in there,high/low thermometers record your high temp for the day till you reset them.thier nice to have.

A 100cfm fan will vent up to a 10'x10' room. So I gree with SyKo's numbers. Bulb temp, test with your tongue ... if it sticks, it's over 100 degrees.
Better to go a few CFM over than be under. Keep your ballast outside the grow area. I think I double up on the CFM to make sure it stays cool. You can use a regular bathroom fan which you can pick up for less than $15.00, along with some flex tube

(bulb watts / 4) x (ASVLS* - Lamp Clearance inches) = bulb temp at tip
*ASVLS = air speed velocity of laden swallow. Unfortunately there is a "y" factor in that we do not know for sure if we are timing an african or european swallow -- so results may vary some from reality and depending on headwinds
No, really, keep your lamp about a foot off the plants and keep the CFM's moving. I like to use a fan too. I like the leaves moving constantly as it prevents some burning that may occur from hot spots and such, and it strengthens the stalks to carry the heavy load
I say the bulb temp is about at least 600f at the very center or hotter. and on the second question the order should be length, width, hieght but you also didnt state wether it is in feet or meters or miles :-). if its feet then I would figure out how to grow your plants sideways because 1 foot isnt much. and if you use one of those fans that they use to create fake wind in movies I guarantee it will remove the heat.
