I understand it,

He means he was expecting weed through the mail but got a green letter instead - implying it got confiscated at customs.

He wants to know if its safe for him to try again, or will customs have his address/name recorded and get to him for being sent weed again.

As for the answers to the questions.... Dunno ! :P
