One thing I need to understand before starting. When you move your seedling to the netpot how does it get water if the roots can't yet reach thru the bottom of the netpot? Do you keep water level above the level of the bottom of the netpot?

One thing I need to understand before starting. When you move your seedling to the netpot how does it get water if the roots can't yet reach thru the bottom of the netpot? Do you keep water level above the level of the bottom of the netpot?
Yeah you can do that. You'll need to pour some water/nute mix down from the top, as in, dip a cup into the water mix, then pour it around the rockwool or root plug or whatever it is your using as a starter. This will wet the roots until they're long enough to reach the water.
If your air stones are bubbling well enough the small splashes of water will help the little guys take off. If not you can always add a bit more water. polishpollack has got the right idea too, the roots are still pretty fragile at this point so they are striving to find those helpful nutrients, and the rockwool or root plug with help them absorb them.
