Theoretical Question about DIY LED lighting

Lighting 5*42 CFL
Space: 5 Gallon buckets aka (space pod)
Medium: organic soil amended with hydroton and coco 60/10/30
Ventilation: 1 pod experimenting with just powerful exhaust and passive intake and another has 1 comp in 1 comp fan out

I'm about to add led lighting to my small setup and had a few technical questions as well as some opinions needed. My research thus far has led me to choose a 60 watt Meanwell Driver which has a 1300mA output current and is dimmable (desired feature for me). As far as actual bulbs I plan to supplement the blues with CFLs already on hand. I have chosen Warm White Cree XP-G2 star (3-up) and EndorSTar deep red 1-up in a setup like this:

That equals 18 Bulbs in the "Warm White" spectrum and 3 bulbs in the deep red (660 nm) end. I would like to have the deep red bulbs adjustable so I can barely have them on at the start of flowering and by 4 weeks in have all bulbs fully on. My questions are: Is there a preference of growers out there as to arrangement of led spectrum or is it subjective?. Also will CFL bulbs as an additional blue spectrum light source be necessary? am new to this subject and would like an pointers as to design this.
