Help me FIND: Grow Lights, Poly, Ventilation

Hey Cannabis Boards! So I'm looking to setup my second grow. My first one with the help of you guys was a success (considering what I put into it and how it came out)

Now I'm looking for my next project:

4x3 room (5ft tall)
-400w OR 600w (dimmable?) lights -hps and mh-
-4" Inline Fan w/ 4" OR 6" Carbon Filter
-Poly Film
*I may consider a DIY Carbon Filter to save from my budget for other things like some basic nutes

Now I'm not asking you guys to do all my work, I've done my work and looked into this stuff ..I'm just a little frustrated now. It seems these people in the US get way better pricing than us!

What I looked at: Ebay, Amazon, Local Classifieds.
I found 400w dimmable Apollo light set for $130 (advertised with free shipping).. after entering all my info before proceeding to confim I see they changed their free shipping and my $130 light set was now costing me over $200!
...Same with my filter that I found and the poly film to!!...The poly film was the last straw!:mad:

In Short: Who can guide me to some places that are canada shipping friendly or in gta where I can get these things? Approx. $250-300 budget for poly,light,venting.

ducting = $15
one and a half hour drive away :(...
