Is this enough hours of a direct sunshine for outdoor(terrace) flowering?

I have dilemma, I'm growing outdoors, well not quite, on terrace.
I'm trying to find out if the light outside will be enough for 12 hours of flowering.
And now, of course if I had sun shining on my terrace all day long I wouldn't ask.

I'm thinking of taking plant from darkness at 8am(which is already light, sunrise is at 7am) and let her stay outside. But the problem is that the sun starts to shine on terrace only from 3pm until sunset which is around 9pm, so I could cover it again at 8pm. I live in a block of flats which face west and for the morning hours, sun is behind the building, so after 3 pm sun goes in front of the building and starts to shine on my terrace.
Terrace is on 14 floor so there is no other obstacles or shades.

And my question is: would it be better to keep the plants under lights during "non sunny" hours or will it be OK outdoors?
I have clear blue sky almost every day so I don't have to worry about the clouds.
So there would be about 5 hours of direct sunshine and the 7 hours of clear blue sky.
Temperatures are between 22 and 28 Celsius (72 and 82 Fahrenheit).

And the other thing is, should I turn plant every other hour to catch as much light possible or leave it in one position all day and turn it next day to not stress her?

Hmmm... What sort of setup can you have going on there? Will it be any type of little greenhouse tent? or Just container plants sitting on the deck area? Also, not sure what sort of season you're in right now but will the sun be shining directly over your terrace earlier or later as time goes on in the near future? Sunlight is essential, even if its filtered or reflected, however too much direct sunlight in certain regions or times of a season can be harmful if not controlled properly. But by the sounds of it you don't have any filtered light, and its all just complete shade til 3?...

idk, if you can answer my questions, I guarantee I can recommend an excellent and simple suggestion for you. Deal?

Setup I could make would be in the closet with some fluorescent lights, but if outdoor light during hours of shade (but with clear blue sky almost every day) will be enough or comparable I would rather save money on electricity, lights, fans, etc...

I live in Canary Islands, it is subtropical climate so we have almost no difference between seasons, but it's spring now so days are becoming longer. As I wrote temperatures start in the morning from 22C (72F) up to 28C (82F) in the afternoon (complete) shade and reaching up to 35C (95F) in the sun after 3pm. If it helps I have view on the ocean so it might reflect a little more light right? :)

Strain is Dhaze (Northen Lights x Haze) mostly sativa.

The sun with each day will start to shine on my terrace sooner and sunset will be later.

if it was me the only think i'd change would be when you put it out, i'd go from 9:30am till 9:30pm. where i'm from (Ireland) we very rarely have sun all day, its mostly cloudy for days at a time, and still grow nice big plants. so i'd say your going to have monsters.
pitty you could'nt set up some think on the roof.
