After the first true leaves start to pop out from within the two round leaves which push the stem out of the seeds, do you use lights straight away? Or do you wait untill they are bigger.
i.e. they are a week since germination now.

Use lights immediately, just not real intense, close up lights. Also those first two round leaves you're talking about aren't actually leaves, just an FYI. Its actually just the seed splitting and the young plant draws all the nutrients that it needs from there to start out its growth. Get some 6500k CFLs or florescent tubes to veg them under. I'd keep the lights around 6" away or further depending on how well you control the little bit of heat they give off. Your seedlings will respond very quickly to changes in their environment either in a good way or bad way, so you can adjust what you're doing based on that. If they begin to look sickly at all, do less of whatever you're doing. They have the ability to grow with hardly any lighting, so if they start to look bad its likely because of too much, not too little.
The first set of round leaves are called the Cotyledon, cannabis is a "dicot". Meaning they have 2 cotyledons. They are formed in the seed along with the root and the stem. They are not actually true leaves. So don't freak when they die off.
