CO Caregiver waiver to serve more than 5 patients

Has anyone out there received a waiver for a CO caregiver to serve more than 5 patients, and if so how hard was the process? I have read that one of the factors is that they look and see how close the nearest dispensary is located. How far away must a caregiver be? I am planing on moving to Loveland or anywhere in northern CO. I am hoping that since Loveland and Fort Collins have banned dispensaries that they will allow me to receive a waiver.

I read from a web site "If the department does not act upon the waiver application within 35 days, the waiver shall be deemed approved until acted upon by the department." does this mean that they approve most waivers?

yeah I don't know about that and if that 35 day period would make it deem valid.
