New grow setup. need a few tips.

ok so i just got a TON of lighting for 100 bucks. i have 3 400w MH balasts and 2 bulbs. six 100w HPS bulbs stuffed in one fixture, and one 1000w HPS balast and bulb. got some aluminum sheet metal to make a few reflectors from and 2 high power fans for venting. buying a 6x6 grow tent tomorrow and ive got a bunch of seeds ready for germination. I have a couple questions about what lighting i should use. im thinking ill probably use the 2 MH bulbs for veg, then switch one of them out with the 1000w HPS for flowering and save the other lights for a later time. any thoughts on whether this is enough lighting, or too much? i could just shove it all in there of course but i would need a jet turbine to vent it, heh and I live in CA so power aint cheap. i can swing the 1400w 12/12 cycle ok, but i dont want to use much more since im already more than doubling my power bill. Im trimming the fat around the rest of the house to keep the costs down but im worried the feds might show up when they see my power bill, heh. and as far as germination is concerned, is there any particular reason i cant just stick the seeds in some dixie cups with the lights up top and keep the soil moist? and will i see much improvement if i polish the metal up nice before i make the reflectors or am i wasting my time? the bare sheet metal is already reasonably shiny. Gonna post a grow log with pics soon. im probably gonna veg all the seeds (about 30 or so) then weed out the males, i dont think they are feminized seeds and they are all different strains. im hoping to wind up with 15-20 females and do a SOG type grow.
