And thats what the constitution and bill of rights says. The states have the power to enact there own laws. The feds only job was to mediate differences between problem states. The 10th Amendment is very clear about this. The feds only job is to provide for national security through the use of the defensive military and foreign affairs. Everything else was supposed to be left up to the individual states to decide.
