bit of advice please

ok so i got myself a darkstreet ds 120 tent with a cf 125mm/500mm.its a system air inline fan.also got a lumatex 600watt ballast (the purple one)with a sunmaster dual spectrum bulb.thing is it has a switch on the ballast that when flicked it gives 20%more out of your bulb.anyone know if this charges more electric.guy in the shop says these ballasts are shit hot.should be it was double the price of a normal one lol

my next question is for this set up what kinda yield should i expect.my first crop in it is gonna be super skunk (1plant) and 3 bubblegum.all clones.

my last question is.i bought fem seeds cost a bit so aint shit seeds i hope.ive always germenated them by the wet paper towel before putting them in jiffy plugs when the tap root appeared,however im reading online that this isnt a good idea.i should just pop them straight into a small pot with soil.is this the best way to go?
im growing in bio bizz all mix and using bloom top max ad bio heaven.

When I germinate I soak my seeds for 24 hours in water then put them in soil I usually start with a solo cup after placing the seed in the soil put a ziplock bag over the cup and secure with a rubber band and put the cup under ur light. Take off the bag once they have popped.
