system questions-DWC vs ebbnflow/drip combo

ok... never posted anything to any forum before so here it goes. I am building my own grow room out in my shed, i know bad idea, but it is enclosed by a privacy fence, and away from any other house or yard by 30 yards. I have two rooms 1 veg 4'x4'x6' with 3 3' T8 flors and 2 2' reg flors for clones vegies and mom with cir fan, 210 cfm exhaust fan sucking air through a 6" tall 4' long light trap in the floor out to a home built carbon filter out the side of the shed behind a wood pile. Instead of mylar i am going to use relectix reflective heat sheilding. The flower room is 4'x6'x6' and is similar to construction but with a 310cfm fan 2 4light 2' T5 lights and a 400w hps (haven't bought yet thinking of a 600) now here are my questions...
1) is it ok for me to switch out my 20amp breaker for a 40 to make sure i have enough juice
2)DWC poor mans style with sterlite buckets and airstones or EbbnFlow w/ drip too
3)perp grow adding 8 new clones each week or sog every cpl months....
4)i have read alot of the newbie "diy" posts and RIZ's new room set up but have only grown in soil before, any advice etc would be greatly appreciated.. and i will continue to post pics and info as the project progresses... only have the framework up for the walls right now..
