I think Arnold decriminalized it under an ounce because he doesn't want it to pass on Nov.2. In a way it IS kind of a good compromise and won't open the floodgates, but if caught with under an oz you still have to pay the $100 fine.
I do think that people will be more comfortable smoking, like at at parties and outside, kind of like what happened up in B.C.
