Friendly doctor who takes Medicare????

My wife is on disability with Medicare/Medicaid. She has a legitimate need for medical cannabis due to a couple herniated disks in her spine and severe arthritis. She can not take pain killers due to gastrointestinal problems which the pills aggravate negating any pain relief. Her G.P. will not write a rec because he is afraid.

She has approached 2 other doctors that have a reputation for being friendly but they expect a $300-$400 cash payment for a rec and we are on a fixed income. She is ideally looking for a new G.P. who could work cannabis into a treatment plan for her not just write a rec for cash. Any help would be appreciated I hate seeing her suffer in pain when there is a perfectly good remedy available.
