So how exactly does a caregiver drop a patient in order to be compliant to the 5 patient rule? Are there forms to fill out? Do they just pull 6 plants and call it done? How does the Dept of Health (or the cops) know when or if a caregiver is no longer a caregiver for a patient?
I've asked this question of the DOH and the DOR and the best answer I got was to only grow for those who you consider your patients.
So, if you had 20 patients, and went down to 5 plus you (and you are a patient), and you have plants just to cover those reccomendations, you should be fine.
I keep a book with the paperwork in it onsite and offsite, and make sure I have less plants than I am covered for...

1284 says that the caregiver must keep the names/license Numbers of each patie, oh Hell, here it is from 1284,
(d) A PRIMARY CAREGIVER SHALL PROVIDE TO A LAW ENFORCEMENT
AGENCY, UPON INQUIRY, THE REGISTRY IDENTIFICATION CARD NUMBER OF
EACH OF HIS OR HER PATIENTS. THE STATE HEALTH AGENCY SHALL
MAINTAIN A REGISTRY OF THIS INFORMATION AND MAKE IT AVAILABLE
TWENTY-FOUR HOURS PER DAY AND SEVEN DAYS A WEEK TO LAW
ENFORCEMENT FOR VERIFICATION PURPOSES. UPON INQUIRY BY A LAW
ENFORCEMENT OFFICER AS TO AN INDIVIDUAL'S STATUS AS A PATIENT OR
PRIMARY CAREGIVER, THE STATE HEALTH AGENCY SHALL CHECK THE
REGISTRY. IF THE INDIVIDUAL IS NOT REGISTERED AS A PATIENT OR PRIMARY
CAREGIVER, THE STATE HEALTH AGENCY MAY PROVIDE THAT RESPONSE TO
LAW ENFORCEMENT. IF THE PERSON IS A REGISTERED PATIENT OR PRIMARY
CAREGIVER, THE STATE HEALTH AGENCY MAY NOT RELEASE INFORMATION
UNLESS CONSISTENT WITH SECTION 14 OF ARTICLE XVIII OF THE STATE
CONSTITUTION. THE STATE HEALTH AGENCY MAY PROMULGATE RULES TO
PROVIDE FOR THE EFFICIENT ADMINISTRATION OF THIS PARAGRAPH (d).

I send a certified letter to both the patient and CDPHE and explain to the patient that they are responsible for changing their caregiver status within 10 days of receiving the letter. I also provide a link to the new caregiver form so they have no excuses.
I check the tracking online and make a copy of the confirmation that both parties have received my letters and staple that to the patient's paperwork.
I feel this covers myself. I can't make a patient change their caregiver status and that's why I send a letter to CDPHE also.
