That could very well stress your plant causing it to hermaphrodite. Sounds like you got too much running on a circut. Fuck with your fuse box and find a circut that you don't use. Then run an extension cord to from your new light to an outlet that is on your unused circut. If that doesn't work, you might need to get an electrician to look at your shit. Flickering lights definitly could confuse a flowering plant. Plus flickering is a sign that something isn't right when it comes to your electric. If you don't get it fixed right away, be careful...if you have a poor ground, your ballast could become electrically charged. I would say this would be more of a threat to your personal safety rather than a threat to your plants. The worst thing that could happen to your plant is it would eventually develope a few seeds. Some plants are more prone to hermie than others. Some plants might not be affected at all by flickering.
Get a new bulb.
