Dying lower leaves with yellow spots

Good afternoon. I was curious as to if anyone could help identify the problem my plants are having. The lower single leaves are getting yellow spots, and appear to be dying off. The plants are two weeks from seed and around four inches high. I noticed a few pest such as fungus gnats and what looked like white lady bugs with brown spots. I noticed the spotting at the time of the pests and got rid of the pest with a neem oil solution. Could this be residual damage from the pest, or am I looking at another issue to tackle? Soil PH is 6.5 and just barely moist when I go knuckle deep. Thank you for any help i advance.
