Wanting to start growing indoors what next?

I've been lurking around here for a few days just soaking up information and the only thing I can't decide on, is where to start. I want to keep this small, 1-2 plants only (there are several varying factors of why this needs to be done which I won't go into) and I've already designed a box for it. A Converted dresser that is about 6 feet tall and painted flat white inside and out. I can acquire clones but I'd rather start from bagseed so as I won't be to disappointed if everything get's messed up. My main concern is over-heating so I'm a little wary of HIDs and I think anything over 250 watts is going to be over-kill, however if I do decide with HIDs I'd prefer and convertible one so I could use Metal Halide lamps for Vegetation.

My main question is: With around a 250-500$ budget, where would be the best place to start? LEDs to keep heat and cost down? HIDs for a better harvest? CFLs because either way this is going to be fucked?
