sounds like good news though a little limited.
a step in the right direction for sure...
now for the rest of us!

^ yeah, I don't think it allows personal cultivation, which seem really odd to me, but I guess that is to please those ego maniac in the congress building. but its great to see the will of the Washington DC voters FINALLY being carried out.
