seedlings stop growing,soil fungi+damp off+stunted growth,please help!

hello everyone, this is my first post here. this is not my first grow,though,nor the first one with problems(spider mites was a piece of cake compared to this...)but something really devious is fucking my plants up pretty bad this time. here are the symptoms:
-leaves dropping down and slightly curling most of the time(even if no other symptoms present), before first more serious symptoms develop leaves have normal, healthy green color
-brown discoloration appears on the bottom leaves(first two primordial leaves) 2-3 weeks after germination,mainly starting at tip of the leaves, spreading to higher sets of leaves every 1-2 weeks; these brown blobs doesn't have some typical shape or additional color gradation
-plants show signs of stunted grow from bottom up, probably because of disease spreading upwards
-leaves start to dry from the tip, changing color from brown(brown blobs merge together at the tip) to greyish brown when completely dry; drying start from the tip or the sides, until leaf gradually dry off(interesting thing is that leaves never begin to yellow)
-and a probable giveaway to more experienced(i hope), yellow sticky dots at the soil line(grouped together,and spreading as disease progresses), and other places where soil meets air

cant provide pictures because i dont have a decent camera.

its maybe pythium, but roots remain white. i still tried h2o2, and to reduce watering(i didnt used nutes at all). it didnt help.stem looks okay. would like to know what are those yellow dots... keep in mind that this is the second time it happened ,so it probably came from the previous grow,even when i disinfected everything(i nuked the previous grow when they completely stopped growing for a month), so it was with them from the start. please, let me know if you figure of what is this crap....thanks

Sounds like overwatering and likely in too small of a pot. Possible underfeeding or ph out of range. But filling-out the troubleshooting form (copy-n-paste the appropriate form here) will help with a diagnosis rather than a guess. (the link is in my signature)

One good dose, or repeated smaller doses of H2O2 will kill the beneficial bacteria in the soil. That's not a good thing to do. How about we find out what's going on and fix the problem rather than mask the symptoms...? :thumbsup:

My Equipment:
.1) 1X 33W Philips CFL,6500 K
.2) 20 cm from top of the plant
.3) bare bulb,horizontally dangling

.5) no exhaust(growroom is not hermetically sealed), no circulation fan

My medium:
.7) local brand from Slovenia,on the bag it says that it is a mixture of black and white peat whit addition of clay,calcium and "river sediment"(cant think of a better translation from my language right now)
.8) 2 dcl joghurt cups(been using 1 l bottle cutoffs in the last grow and result was the same)
.9) no,paper towels then soil

Your nutrients and water:
10) tap water,ph 6-7.5
11) aquarium test kit(definitely not precise,it has a color scale and a chemical reagent which change color according to ph)
12) i have no experience with adjusting ph
13) no nutrients used
14) every 3-4 days because temps aren't so high. i water them by approximation(sounds dangerous, but playing with the watering cycle made no difference)
15) nothing,except the stuff that is in the soil
16) seems that there are no fluctuation in ph, but the test that i am using have a tolerance area of 0.5 degrees
17) no noticeable difference

21) dont have humidity meter(its more of less humid like outdoors,i live in temperate climate on 45th parallel),temp fluctuate from 16-23 C
22) no foliar feeding

My strain:
23) i would say Sativa dom
24) From seeds
25) dont know,bag seeds(i know that this opens a lot of possibilities, but i tryed even different bag seeds and it kills them no matter what)

my setup is far from proper, but in my first 3 grows result was great in relation with money invested(very important for me). now my setup is better than then and there are NO results.
