Question for y'all

Hey good people of Colorado.

I wanted to gather your thoughts on this. I'm currently applying for my producers license in NM and am getting tripped up by 2 of the requirements/questions on the application. Does anyone have any suggestions on how to address the following:

1. "A description of the producers distribution criteria for patients." Keep in mind that NM doesn't currently allow for dispensaries so off site delivers/meet-ups are our only option.

2. "A description of how the producer will safely dispense the cannabis to patients." I have already answered a question about the packaging I will use, the label, and the docs I will furnish regarding quality.
