I have been in touch with the DOH for MM
this is the latest info as of 2-9-08:

Almost 1200 MM Patients
33 Applications in process to be licensed
5 currently licensed
Currently no mandated ratio for producers to patients

I asked about dispensaries and the canned answer was ...
It is up to the Non-Profit to propose safe methods for dispensing.

Just thought you all would like to know as I have seen these questions on the forum
