Can I get a card while on probation?

I just moved into this state and had my probation transferred here. I am currently on probation for drug related charges from Virginia and will be on probation for the next 5 years. I know that you can receive your mmj card while on probation in CA and CO but haven't had any luck on finding info out for this here. Any help would be appreciated.

Why should someone be denied their medication for any reason?
