Black bugs in roots

OK! so I think I have the handle on my powdery mildew situation - now - to fix this bug problem!

There are little tiny black bugs, some with wings on the under side of leaves on my plants. There are a lot in the on the roots as well. They have been there for awhile - I have tried to spray with organicide and that hasn't worked. I recently sprayed with a cleaning solution recommended to me at the hydroponics store. So far my plants have been really healthy and have produced a lot during the first few weeks of flowering.

Any suggestions on what the bugs are? How to get rid of them? Some of my leaves are wilty and a little yellow and curly on edges now too.

Come on guys! Help me out! This is my first time growing and I need all the advice I can get, I don't want to lose my babies this deep into flowering!
