my gut reaction is "NO" they can't, however depending on the reason you are going for the drug test this may vary. I've heard of parole officers actually watching some people take the test, I've heard that rehab-type places will make you leave the stall door open and stand precariously close, but not actually watch you.... but if its for a job or something similar, then you shouldn't have a problem with any spying.
Like he said...no on cameras but sometimes they can watch, mostly when it's government related tests like military or court ordered...
true dat.. no cams in the bathroom.. search and seizure laws say it is reasonable to expect privacy in the bathroom but they CAN watch you especially if you ahve fucked with tests before...
