The Congressional Budget Office has stated repeatedly that it cannot accurately score any bill without legislative language- which does not exist, so they cannot have it.

These folks are gonna try and pass this with nobody reading it, attaching it to another bill and craming it through. Might as well I guess, they lost the national debate and have to save face for Obama somehow.
