Browing Tips! Please Help!!!!

Ok i have 2 plants and i am using a 2ft 4bulb, 96W fluorescent grow light. I did us a fan 2 thickin up the stems b.c both of my plants are inside and i spray the leaves but the leaves tips are browning and in other places are browning to. I just put the plants 14 1/2 in. away from the light today and both plants are about 7inchs tall. I have stopped using the fan b.c of what is happening to the leaves. Idk why this is happening but i need a fan to curculate the air but they burn if i turn it on! PLEASE HELP!!! Thanx
