The answer is yes. Unfortunately, cultivating cannabis in the US is a felony. If you have any prior convictions for cannabis related "crimes" and you get busted with 3-4 plants, you are most likely looking at jail time. And since its a felony, even without priors, you could still face jail time. The answer to this problem is to grow for yourself, don't sell your product for profit on the black market, and don't tell anyone about it.
Would you be charged with manf and distribution for this? Or just intent to distribute? In that case, I don't think you'll go to jail, but its a misdomenrer and you'll be booked, etc. End up doing community service.

It's impossible to say, regardless of what state you're in. MJ is still illegal federally and it's very hard to predict who would prosecute and what their motive would be.
You could be in a criminalized state and get caught by someone who doesn't think you're worth the effort, ending up with just a warning to get rid of the plants.
You could be in a decriminalized state and get caught by feds who think you've got something bigger hidden or information on other people or something like that, and they throw the book at you.
Or anything in between.
Odds are that 3-4 plants, provided they're not monster trees, won't screw things up too much for you. But it's impossible to predict.
