Insect Identification in soil good or bad?

I have a 15 day old plant in a 3 gallon pot. These bugs are the size of this , comma mark. they are yellowish orange and have 6 legs. They have antenna's and round. They always pass the stem and never even try to go on the plant. They come out a lot when I water and its been a week I been using diatomaceous earth and they go right through the powder not killing them. All they do is walk around on the soil not stopping and they only stop when you blow on them. I need help they are driving me crazy. Are they good bugs? Any comment will help, thanks.

If they're not eating your plant, should be no trouble then.
Not sure as to what bug they are.

yes they are lice so they dont eat roots? will they leave the pot and go on me and my house?

We had some yellow aphids on a swan plant outside the house that kind of sound like your issue. 4th pic

Well i think the first two pictures are the adult lice but whats that third pic a baby lice? it looks more like the third pic and the fourth picture is not it. Thanks for your post. I will try to take a pic with my better camera when my girlfriend returns it.
