I have 14 26watt CFL's (soft white) for the canopy and 4 fluro tubes on the side. Is this an unnecessary amount of lighting for a 4 x 2 growing closet (temps are hittin 115!!). Could I do without some and still see a good yield?

I was using 6 with a small fan and was still heat stressing her. In My opinion Get a better air flow. I put in a 20 inch box fan on medium and she is doing fine now.
I have a closet grow and I can't do any drilling, which means that venting air out of the closet is near impossible. I'm looking into an air cooler (AF-321 NewAir Swamp Cooler - FREE GROUND SHIPPING! With Built-in Carbon Filter - FREE GROUND SHIPPING!) to help me out as well as fans circulation the air within the closet. Might this work?
you need to exhaust hot, oxygen filled air and replace with cooler, co2 rich air.
it's almost impossible to have too much light! can you loose some, probably. you want to aim for 5000 lumens per sq ft, minimum.
cooling is just as important as lighting. although cannabis does well with high temps. not 115 though! photosyntesis will start shutting down if the temp gets too high.
