It's a 100 watt hps system. I built the cool tube and carbon filter myself. So there are two fans, one for the cool tube and another open to the chamber itself and is attached to a carbon filter. Unfortunately when I turn it on with the carbon filter attached air is really slowed down and the temp rises.
What would you guys recommend? Everything I pretty much made myself so be kind.

Looks pretty good
Is that tin foil? Big No-No with an hps. Get some flat white paint instead.
What kind of fans are you using? And how are they setup? CFMs? The most efficient would be to have the cooltube fan pulling air through the cooltube, and exhaust fan is pulling air through the carbon filter (so the filter would have to be inside the box).
If that doesn't help with the temps, you need a bigger carbon filter and maybe a new exhaust fan.
Also, I didn't see where your intake was... active or passive?

If that is a 4" booster fan for heating ducts that I see you will need a different fan. That thing at best pushes 80cfm. Coolerguys.com -- Your Computer and Home Theater Cooling Source for Over 10 Years look up 115v ac fans. these things are small but move more air than those booster fans. I run 2 in each of my cabinets. 1 for cooltube and other for exhaust.

Hey if your able to take some more shots of the box without the foil it would be appreciated. I reworked my ac tubes like BigTopfin mentioned and it helped. also remember if your going for passive to have intake twice the size of the exhaust. It doesnt have to be in one tube that is twice but the total size of all intake holes must add up to more then the exhaust to work properly.

Looks like your off to a good start! As mentioned above, the tinfoil (or mylar) has got to go.. flat white works amazingly well, and wont give you the pinhole burns all over..
Reading this section reminds me that i need to post up a closet grow log too :)
