Questions about MM ID and records

Hi there. I apologize if this question has been asked already, but I've done a few quick searches and couldn't find anything. So if anyone could help, I'd be really grateful.

Ever since my deployment to Iraq in 2005-2006, I developed arthritis in both of my wrists. I've gotten MRI's done, done different tests, but the doctors have essentially told me that they can't really determine where exactly the problem in my wrists are. However, since the pain is more "lingering" rather than debilitating, I wasn't awarded a disability status. Doctor told me to take Tylenol and Ibuprofen to control my pain, but through the years, the pain has gotten worse and worse. However, after smoking Marijuana, which I had not done in over a decade, the pain would not only go away, it would go away for longer periods of time, longer than ibuprofen or tylenol ever would. I was literally amazed at how well it worked.

I don't plan on being a "pot head" or even a MM user who is medicated 24hrs a day. But would like to use as needed. Normally, I wouldn't mind going to a doctor, and applying for an ID card, but I've got a few questions as well as what I perceive as roadblocks that I want to clear up before I move forward.

#1) I've heard news about San Bernardino County about MM and to a person who doesn't follow MM news as much as I should, it was slightly confusing. Is the news that they will not issue a MM IDs? Or is it just they will not allow the opening of Dispensaries?

#2) I have concerns about applying and having my name, ssn, and my personal information tracing back to me. Like it or not, MM is not acceptable in professional settings, and background checks. If I decided to return to public service, and apply for a Secret or Top Secret clearance, I have concerns that my application to MM would be extremely detrimental. The question I have is, how would my personal information be handled? Would the doctor alone have it? With the MM ID requirements, do I have to register with my San Bernardino County? I would prefer not to.

If there is no choice, the only alternative is to either slowly wither my liver away with higher and higher doses of ibuprofen or try to find a dealer, neither of which seems very attractive to me.
