Starting hidro and selling to clubs

I would like to know where I could get that machine that speeds up growth is all for hidroponic. I am righting a business plan and I need an idea how much it is to get licencesed to dirtribute legaly and eventually open up several stores. Do you need a licence to cell to the stores and is it for the whole Sate of CA or does it go by county. Anyone also I will be hiring a specialist so if anyone is interested? I am going everything legally so taxes will be paid. If any one knows the costs of licenses and I dont mean the doctor patient ones. I am also hiring for a hydro specialist. You can get advice on how to get your license and costs but don't use the website to look for growers, specialists, or any other forms of manpower.
