Yes it can. Even Miracle Grow has a seedling starter mix, but only use that for the seedlings (maybe first couple weeks). It's too fine for growing mature plants.
Yes B.T. is right as usual,too much nute's will easily kill a baby plant.
So will this work to start?

Yeah that should work fine. You can stay with the Miracle Grow products if you want. I would avoid the soils that have "moisture control/retention", but any normal potting mix (be sure to add 1/4 to 1/3 perlite or vermiculite) should do the trick. Since MG has ferts in it already, you won't need any supplemental ferts/nutes for about 2-3 weeks from each transplant. Best bet is to browse around the grow logs and see what other people are using and their results.
