You wont need that heat lamp at all. Wait until they break through soil and then put light on them.
Unless you like it in the 40s in your house, it's warm enough! Heat lamps won't help the plant grow. The plant can feel the warmth, but can't use most of the light from it. Good general rule for temperature- if you are comfortable, so are your plants.
Here's what you need to do. Use the fluorescent lights. You will need to rig a way to raise your light- you will be raising it often. The lights need to be 1 to 2 inches from the top of your plants. Any further, and the plants stretch. They get spindly and thin, then fall over and die! But if the leaves touch the light, they burn. 1 to 2 inches from the light and they thrive. :D I like CFLs more than the tube types- easier to deal with.
Either can be used to raise your plants to maturity. You want cool whites for vegging and warm whites for flowering. Normal "el cheapo" tubes can be used for vegging. GE's "Kitchen & Bath" tubes work fine for flowering. More light is better.
