orange spots please help im a plant murderer form and pics

E-Type of fertilizer(mg all purpose plant food yes i know it sucks but im broke)
E-Lighting source and distance from plant (100 watt walmart special 20" grow light 3-4" from top of plant it does not get hot)

E-Lighting schedule(24 hrs)
E-Type of ventilation your small CLOSET has(box fan)

i have only 1 plant that survived from bag seed out of like 30 lol i have orange spots on the lower leaves and looks like it is starting on the first set of (3 leaves). the first set (single leaf NOT the seed leaves) have the orange spots and a 1/4" of the tip of one side looks like it is dying i read that i don't need to use mg all purpose plant food mixed with the water 1/2 strength too so i flushed the plant and it doesn't look like it helped i' m new to this and confused. my stem at dirt level looks really tiny compared to the top is all this from nitrogen def. ? i have used neem oil to get rid of tiny black flies and it worked with 2 spraying's 7 days apart here are pics there are also very faint but purple veins on lower leaves. is this small for a month old or do i need more lights? PLEASE HELP B4 I KILL THIS ONE TOO
