Stinky, Rhizome....I need light Help!!

OK this is a small off shoot of Area 51 log, but none of my questions are getting answered right there.
I am going to have a 15x19 garage for us. I wanna grow with 15x15. I was originally thinking about 9k of hortilux. But from some of the other answers on Area 51, and some research I did, this may be overkill, and I could get better with less with dual spectrum bubs. Would I still want cooltubes? Or big hoods for an open room like this. Im used to narrow spaces, lol...
