1st Timer, Lookin for Advice

Hey Everyone, I'm new to the site and new to growing. I have 1 plant in the area of 8-9 weeks old, as far as I know the strain is WW x Sensi Star. It seems to be doing good, but i'd like too hear some possible tips / advice from someone who might have a better opinion than me :)

It seems to be very tall, and spindly. It also still only developes 3 point leaves. It also seems too have some fully developed bud around the lower portion of the stalk, however its sprouting all sorts of new buds towards the top. What should I do?

if that one florescent is all you have for lights that would explain the growth issue. What light schedule are you on? Veg or flower?
