seedling growth

Hello all. In all my past grows i've started from clones and I only own a 1000w and a 400w hps. I'm planning on sprouting a mother or two with some seeds i grabbed. What kind of lighting is best to use and how long before i throw it under a 400w.
any help appreciated:S5:

t-5 for mothers and seedlings (Or gen. vegging). Things seem to grow faster though under MH lighting compared to the T-5's but there are so many other factors.... I'd veg mothers & clone under t-5's, then veg for more rapid growth under a 400 watt MH. But you you can still do it under the t-5's and it would still work awesome.

Ditto. If you're on a budget T12's work fine for veg as well.
