Strange Trouble Flowering...

Hey guys I'm new to these forums but I had a problem that maybe you guys could help me out with. I'm in my first grow and I have nine under a 600w HPS. Anyway, the 8 are doing amazing and then I have one that wont seem to flower. I dont prune them, there is no light in the dark period. But it doesn't want to flower. I vegged for about a month and a half and am four weeks into flowering. I had two different types, one red hair and one unknown, and I believe the one that wont flower is the unknown.

A picture here would be worth a thousand words... Anyone in these threads is going to need some more info to help you out.
